 New Bill Materials Released Today

Today Senator Hollis French sent out a press release commending the work of the Governor’s Health Care Strategies Planning Council on the day of their final meeting, acknowledging that their preliminary plan is a starting point for addressing Alaska’s health care crisis.

“The individuals on the council have identified and discussed the problems we face in Alaska,” said Senator French. “Their recommendations create a good foundation for actions by both the governor and legislature.”

Senate Bill 160 is legislation that addresses many of the concerns raised by the Health Care Strategies Planning Council. The bill has been discussed at numerous forums and events around the state, with many members of the public offering comments. Two national health care experts testified about the bill in front of a joint meeting of the Senate Labor & Commerce and Senate Health, Education & Social Services committees in September.

Today, as a result of the extensive comments received about the legislation, Senators French, Ellis, and Wielechowski are pleased to release a list of upcoming changes to the bill. In addition, a new bill packet describes in greater detail how SB 160 will address Alaska’s health care needs.

Upcoming Health Care Bill Hearing

 

On Monday, September 10th a bill hearing on SB 160 will take place in Anchorage.  SB 160 is the bill I introduced that would mandate affordable health insurance for all Alaskans.   I am excited to announce that two national experts and seven Alaskan stakeholders will be present to testify at this hearing, offering advice on how Alaska should proceed when considering SB 160 and insurance for all Alaskans.

 

The debate should be spirited and eye opening.  I am particularly interested in hearing testimony from Edmund Haislmaier, a senior research fellow with the Heritage Foundation.  While the mission statement of the Heritage Foundation includes formulating and promoting conservative public policies that are based on free enterprise and limited government, it is fair to say that Heritage is optimistic about the market underpinnings of the Massachusetts health care model.   In addition, Michael Tanner from the Cato Institute will offer an interesting perspective.

 Bill Hearing Scheduled

I am happy to announce that SB 160, the bill that would make certain that all Alaskans are covered by affordable health insurance, will be heard in a joint meeting of the Senate Labor and Commerce and Senate Health, Education and Social Services committees. This meeting is scheduled for September 10th at 1:30 PM in the Anchorage LIO on 4th Avenue.

Details of this hearing will be worked out in the coming days. For those who plan on attending, expect to hear testimony by health care experts from Alaska and around the country.

Special E-News: SB 160 Website!

This year I introduced a bill that would ensure that all Alaskans are covered by health insurance.  The bill was inspired by efforts in Massachusetts and other states around the country, and establishes a voucher system that would make insurance affordable to all households.  Through an individual mandate, every Alaskan would have coverage, ensuring equitable financing of the health care system. 

 

Understanding the particulars about a specific effort can be difficult.  www.healthyalaskans.com helps Alaskan residents get information about Senate Bill 160.

 

Uncompensated care has raised insurance premiums in Alaska by nearly 100 million dollars each year, accounting for 13.6% of the health care premiums paid in the state (as found in a recent Families USA report).  A family of four who purchases comprehensive health insurance pays an extra 1,000 dollars each year, through increased premiums, to cover the cost of uncompensated care.  This shows that all Alaskans, even those with insurance, are impacted by the health care crisis in Alaska.  Through an interactive section of the new website (www.healthyalaskans.com), Alaskans can learn how SB 160 would work for them, helping to address their health care needs. 

 

Other features of the site include:

Special E-News Update:

New Health Care Legislation Introduced

 

Alaska entered into the health care debate today with the introduction of SB 160, a bill that my office has been working on for over a year.  The central focus of this bill is to ensure that everyone in Alaska secures affordable health care.

 

Making certain that everyone has health insurance addresses much more than just the health needs of Alaskans; it also ensures equitable financing of the health care system.  It can be argued today that hospitals in Alaska already provide universal health care, since a hospital cannot turn down anyone in need of emergency care.  Unfortunately, everyone cannot pay for the care they receive, with bills easily reaching tens of thousands of dollars in a matter of days.  When someone cannot pay their medical costs, those who can pay are forced to subsidize the care for the uninsured by paying inflated prices for the services they receive.  A recent study estimated that health insurance premiums are 13.6% higher in Alaska than they would be if everyone had health coverage (Families USA report).  This legislation makes certain that everyone has affordable insurance, not only to protect the health and wellbeing of the insurance holder, but also to protect the businesses and individuals who have chosen to invest in health insurance.  For those that cannot afford the full cost of a health care plan, sliding scale vouchers will be issued to make insurance affordable.

 

Health care costs are rising faster in Alaska than in many other states around the country.  Mark Foster, a researcher with the Institute of Social and Economic Research, noted in a recent hearing that rising costs could hurt the ability for Alaskan businesses to compete globally – potentially affecting projects like the natural gas pipeline currently being pursued by Gov. Palin and the Alaska State legislature.  The current health care crisis has even led to some unlikely allies working towards reform; businesses, unions, insurers and health care providers all understand that now is the time to address our looming health problem.

 

Today is a great starting point for what must occur to address the problem.  I look forward to the lively debate that this bill will inspire, and I hope that eventually we can reach a solution which betters the health of all Alaskans while ensuring fair and equitable financing of the health care system.
